Elon Musk's SpaceX is looking for a tax break from the state of Texas for itsStarship-building factory, GigaBay, which is currently under construction in the city of Starbase in the Rio Grande Valley.
Starbase city officials announced on Wednesday, August 20, that they have nominated GigaBay to be designated as a Texas Enterprise Zone, which would make the $506 million future factory eligible for a sales tax refund incentive worth up to $3.75 million over the next five years. The factory is expected to create at least 500 new jobs and "would allow for more growth opportunities and long-term benefits for the surrounding areas," city officials said in an X post on Wednesday night.
What is a Texas Enterprise Zone?
According to theTexas Economic Development and Tourism Office, a Texas Enterprise Zone allows companies to receive economic incentives through refunds on sales and use taxes. Companies must be nominated for consideration by the communities where they operate.
The program is "designed to encourage private investment and job creation in economically distressed areas of the state," according to anexplainer published by the Office of the GovernorCommunities with a poverty level of 20% or higher, based on U.S. Census data, are eligible to participate. All four Valley counties meet that threshold; inCameron County, 26.7% of the population lives at or below the poverty line.
The tax breaks are meant to incentivize businesses to operate in higher poverty areas. But just how much economic incentive a company receives depends on a number of factors, including how much capital investment it plans to make and how many new jobs will be created or retained. Enterprise zone designations are divided into different categories, but the main takeaway is that the larger the investment and the more jobs a company creates, the bigger the tax break.
In SpaceX's case, the company is applying for a so-called "triple jumbo project" designation, which is the highest possible category. Triple jumbo projects are reserved for companies that intend to invest at least $250 million in their business and create 500 new jobs during the five-year tax incentive period. Statewide, a maximum of 105 enterprise zones are approved every biennium.
If approved, SpaceX could receive a maximum state sales tax rebate of $7,500 per job created, meaning the company could realize as much as $3.75 million in refunded sales taxes over the five-year life of the enterprise zone designation.

As of late April,SpaceXemployed 2,796 people at itsStarbasefacilities, according to data included as part of Wednesday's meeting packet. That includes about 700 entry-level workers making an average annual salary of just under $50,000. Another 1,800 employees are classified as "staff" and earn just under $90,000 per year, while about 300 "supervisor" and "manager" level employees earn low six figures. Half a dozen "executive" level employees earn an average annual salary of about $338,000. Those figures do not include fringe benefits, like health insurance or retirement plan contributions.
What is SpaceX promising in exchange for the enterprise zone designation?
IfSpaceXThe company says that if it succeeds in earning an enterprise zone designation, it will hire 500 new full-time positions, and of those, 25% will be local hires who are either "economically disadvantaged, enterprise zone residents, or qualifying veterans."
Starbase may offer SpaceX additional incentives
Other economic incentives may be on the horizon for the $400 billion space corporation, including potential local sales tax refunds, municipal property tax abatements and rebates, tax increment financing and a Freeport exemption. Other potential incentives include favorable zoning changes and variances, "exemptions from unnecessary building code requirements, impact fees, or inspection fees," and "streamlined permitting."
