
Strategic Shift in TikTok’s Trust and Safety Operations
TikTok is undergoing a significant transformation in its global Trust and Safety operations, which includes the reduction of hundreds of content moderation jobs in the United Kingdom. This move is part of a broader strategy to streamline processes and consolidate operations in fewer locations across Europe. The company is also investing heavily in artificial intelligence (AI) to enhance its ability to monitor and manage user-generated content.
A spokesperson for TikTok shared insights into this reorganization, stating that the initiative began last year with the goal of strengthening the company's global operating model for Trust and Safety. By focusing operations in fewer locations, TikTok aims to improve efficiency and consistency in its content moderation practices.
However, this shift has raised concerns among labor unions. The Communication Workers Union (CWU) has voiced worries about the potential risks associated with reducing human moderation teams in favor of AI systems. John Chadfield, a National Officer for Tech at CWU, highlighted the importance of human oversight in content moderation. He pointed out that workers have been warning about the real-world consequences of relying on hastily developed AI solutions, which may not be mature enough to handle complex moderation tasks effectively.
The affected employees are part of TikTok's Trust and Safety team based in London and other regions in Asia. Currently, TikTok uses a combination of automated systems and human moderators, with 85% of rule-breaking posts being removed automatically. The company believes that increasing the use of AI will reduce the exposure of human moderators to distressing content while improving overall efficiency.
Employees impacted by the changes will have the opportunity to apply for other roles within the company. Those who meet the job requirements will receive priority consideration, providing a pathway for internal mobility.
This transition comes at a time when the UK is implementing stricter regulations on online content through the Online Safety Act. The law allows for fines of up to 10% of a company’s global turnover if they fail to comply with content moderation standards. In July, TikTok introduced new parental controls to better protect users, especially younger audiences.
Despite these efforts, TikTok has faced increased scrutiny in the UK, including a major investigation by the UK data watchdog. The platform, owned by ByteDance, employs over 2,500 staff in the UK and is moving towards an AI-driven approach to content moderation globally.
Recent reports indicate that similar changes are happening in other regions. For instance, 300 content moderators were dismissed in the Netherlands, and 500 employees in Malaysia were replaced with AI systems. Additionally, TikTok workers in Germany recently went on strike over layoffs in the Trust and Safety team.
As TikTok continues to evolve its moderation strategies, the balance between automation and human oversight remains a critical issue. While AI offers potential benefits in terms of speed and scalability, the role of human moderators in ensuring accurate and context-sensitive content management cannot be overlooked. The ongoing debate highlights the challenges companies face in adapting to new technologies while maintaining public trust and safety.
